They are both nvidia cards, the 220 does seem better though it doesn't tell us what the 240 memory clock speed is.

do stream processors make a different? coz the 220 has 48 and the 240 has 96

The stream processors make a LARGE difference  Imagine the difference in performance between a single core processor and a dual core, or even a quad as this is not a direct comparison to processors. The 240 is far superior as a card, however, if you can find an NVidia 9600GT, like the one being sold by Skull on this forum, it's a better card than the 240 but for the same price.

I would go for none of them as my mate has the GT240 and it a rubbish card for games too slow frame rate un playable on alot of games I would go for the ATI 4850 1gig awesome card it will play all games at a good fps aswell but if your not wanting it for games then go green
